How it works
- Pools let many local governments invest together. The district can take money out of its pools with no notice period and no limit, the report says.1
- State law and district policy set what it can buy. The list includes U.S. government and Texas bonds, certificates of deposit, money market funds, commercial paper and pools.1

- The pools held $604,309,450. A year earlier they held $540,974,394 (79% of the total; our math).123
- The pools were rated AAAm. The report says this rating shows excellent safety.1
- The whole investment list averaged 59 days to maturity, up from 47 days a year earlier.12
The other side
- The report is not fully consistent. It lists 382 days for the federal agency mortgage bonds, but also says all investments mature in less than a year.1
- District policy does not require spreading money across kinds of investments. The report says so directly.1
- A big balance is not a surplus. At June 30, 2025, the report counts about $323 million of unspent bond money, after related bills. Building contracts still had about $70 million left to pay.4
- The report does not tie those amounts to this cash list. For more on bond and debt money, see bond cash waiting and debt fund cash.
Questions to ask
- How does the district decide how much cash to keep in one pool?
- How much of the district’s cash is bond money waiting to be spent?
What we still don’t know
- How the mix has changed since June 30, 2025.
