The 30-second version
Leander shares a water plant with Cedar Park and Round Rock (BCRUA). The plant is growing. Only Leander and Round Rock pay for this expansion; Cedar Park is not part of it. Leander pays its part with low-rate state loans, paid back from water bills, not taxes, so no vote is needed. On Oct. 15 the council approved the last $36.24M draw. Repayment totals about $56.7M, about $2.2M a year.1 Crews had to dig deeper after finding foreign material, so the finish date is expected to move from June to Oct. 2028.1
Also on the consent agenda: a $1.29M cybersecurity purchase and acceptance of $8.6M of new sewer-plant infrastructure.1
The other side
- State water loans cost less than regular bonds, which helps keep water bills lower over time.
- The expansion adds treatment capacity to the plant.1
- The delay comes from extra digging work, not from a money problem the packet shows.
Questions to ask
- How will the city report progress on the water plant’s finish date?
- When will the city report the final cost of the extra digging?
